Job Summary Reporting directly to the CEO with indirect reporting responsibility to the General Counsel, the Compliance Office will be responsible for leading efforts to ensure that the US Operations of Bovis Lend Lease Holdings, Inc. maintain its compliance with all legal requirements and as a company continues to follow the utmost of ethical practices in compliance with all applicable rules, regulations and laws.
Responsibilities The following statements are intended to describe the general nature and level of work being performed by individuals assigned to this position. They are not intended to be an exhaustive list of all duties, responsibilities and skills required of personnel so classified.

1. Work with senior leaders to develop, implement, communicate, and enforce organizational policies that will deliver outcomes and results that are ethically sound and legally compliant for the US business units.

2. Monitor and review activities of business units to ensure compliance with established Bovis Lend Lease Holdings, Inc., organization policies and legal requirements of the appropriate jurisdiction. Work through compliance leads and champions from each business unit to gather information and appropriate metrics for reporting to Senior Management. Providing strategic counsel to CEO and senior leaders of potential risks and areas for improvement.

3. Look to automate and improve management's responses to legal questions raised or required to be reported. Lead in the creation or acquisition of a database program able to track legal issues, document violations, etc., with the goal of allowing Bovis Lend Lease Holdings, Inc. to pull real time information in order to respond to specific inquiries in RFP’s, RFQ’s, or other tender documents and to allow or required update requirements for existing public works projects being performed by Bovis entities.

4. Cultivate and maintain a comprehensive understanding of the applicable requirements of governmental agencies, laws, statutes, rules and regulations; stay abreast of ethical and governance trends and pending regulations via attendance at applicable conferences, lectures and other updates available to corporate counsel on the subject and use of outside consultants for specific issues. Lead effort to review all processes and methods to ensure compliance with FAR (Federal Acquisition Requirement "FAR") and or (Cost Accounting Standards "CAS") requirements, again using whatever resources are necessary. Represent the Corporation in external compliance and ethics forums presenting opinions and positions consistent with corporate policy.

5. Ensure that an effective communication protocol is established for employees of compliance and ethics policies, foreign corrupt policy issues, agency issues abroad, procedures, and guidance and occurs within the US entities, including regular training and other communications media, to employees, officers, members of the board, and, as appropriate, agents and other associated parties (including, as necessary, subcontractors).

6. Advise and educate all levels of the business to create awareness and understanding of Bovis Lend Lease’s ethical and social impacts on employees, stakeholders, and society. Foster, make more prominent and improve the culture of the ethical responsibility throughout the company. Lead and oversee the development of social programs.

7. Manage the whistleblower Hotline and ensure that there is an effective system in place for employees and other agents to raise questions regarding compliance and integrity, and to report misconduct without fear of retaliation, with appropriate follow-up.

8. In cooperation with the legal department, ensure that reports and other indications of possible misconduct are appropriately and professionally investigated, and that appropriate corrective action is taken, including enhancements to the compliance program, and, after consultation with the General Counsel, provide disclosure to the government as required by law. The compliance officer shall have unlimited access to Bovis US facilities, records and personnel, and to all senior management meetings.
Minimum Requirements • 10 or more years of progressive management experience with a strong concentration in corporate legal issues, with an emphasis on compliance & ethics issues.
• Minimum of 3 years of experience advising on, participating in training of, developing and implementing compliance and ethics policies and procedures within a national or international publicly held firm.
• Experience and/or strong legal professional knowledge of the construction, engineering, or commercial real estate industry.
• Able to recognize situations/problems, develop alternative solutions and implement decisions compatible with organizational goals.
• Excellent oral presentation and written skills.
• Proven ability to build relationships and positively influence others.
• Juris Doctorate Law Degree strongly preferred, with studies including government law, international relations, ethics, and compliance.
